MISSION AAROGYA SAHAYAK 2030 (MAS -2030)

Nationwide Dignity, Security & Growth Framework for Allied Healthcare Professionals

A Requisition & Solution Proposal by the Allied Healthcare Professionals Association

THE CORE IDEA (GAME-CHANGING)

Treat Allied Healthcare Professionals the way India treats Soldiers, Teachers, and Scientists — as Nation Builders.

Doctors diagnose.
Nurses care.
Allied Healthcare Professionals sustain the system.

Yet today, they survive without dignity.

THE BIG REALITY (WHY THIS IS URGENT)

1.     Over 1 crore Allied Healthcare Professionals power India’s healthcare ecosystem.

2.     Most work in private hospitals with:

o   Low & unequal salaries

o   No job security

o   No standard work hours

o   No social recognition

3.     Government trains them — but does not protect them.

This results in:
❌ Burnout
❌ Talent drain
❌ Poor patient outcomes
❌ Ethical compromise in healthcare delivery

THE MIND-BLOWING SOLUTION (BUT PRACTICAL)

1. NATIONAL AHP STATUS CARD (AHP-ID INDIA)

A digital + physical identity for every Allied Healthcare Professional.

What it does:

1.     Central registry linked to Aadhaar

2.     Tracks qualification, experience, specialization

3.     Mandatory for employment (public & private)

Why it’s powerful:

1.     Ends fake hiring & underpayment

2.     Creates accountability

3.     Enables policy tracking

Rule:
No AHP-ID = No hospital employment approval

2. MINIMUM DIGNITY WAGE ACT (MDWA) – FOR AHPs

A legally mandated national salary floor, category-wise.

Examples:

1.     Radiology Technologists

2.     Cardiovascular Technologists

3.     OT and Anesthesia Technologists

4.     Dialysis Technologists

5.     Emergency Medical Technologists

6.     Lab Technologists

Key Rule:
Any hospital charging patients MUST pay AHPs as per government-notified slabs.
Private hospitals included. No exception.

3. HOSPITAL DIGNITY SCORE (HDS) – PUBLICLY VISIBLE

Every hospital receives a “Healthcare Dignity Rating” based on:

1.     Salary compliance

2.     Working hours

3.     Insurance coverage

4.     Staff turnover

5.     Training support

Displayed:

1.     At hospital entrance

2.     On government health portals

3.     In insurance empanelment decisions

Hospitals exploiting staff lose reputation AND business.

4. AHP SOCIAL SECURITY SHIELD

A single national umbrella for all Allied Healthcare Professionals:

1.     Health insurance

2.     Accident insurance

3.     Pension / retirement fund

4.     Mental health counselling

Funded by:

1.     Government contribution

2.     Mandatory hospital contribution

3.     Optional CSR participation

5. “EARN WHILE YOU SERVE” – GOVERNMENT–PRIVATE MODEL

During the 5-year training mission:

1.     Trainees receive stipend guaranteed by law

2.     Private hospitals get tax incentives for proper mentoring

3.     Skill progression ladder mapped to salary upgrades

6. “ONE NATION – ONE PAY BAND” (ONOP-AHP)

Eliminates state-wise exploitation.

1.     Same qualification = same minimum pay

2.     Adjusted only by city cost index

3.     Transparent & published annually

7. NATIONAL ALLIED HEALTH DAY + MEDIA CAMPAIGN

Make the country see them.

1.     Annual “Aarogya Sahayak Awards”

2.     National media storytelling

3.     School curriculum inclusion: “Healthcare is a team effort”

THE REQUISITION TO GOVERNMENT (STRONG & RESPECTFUL)

“We do not ask for charity.
We ask for dignity, protection, and justice.”

The Allied Healthcare Professionals Association urges the Central Government to:

1.     Enact a Central Allied Healthcare Professionals Protection & Dignity Act

2.     Mandate minimum salary & work conditions across public and private sectors

3.     Link hospital licensing and insurance empanelment to AHP welfare compliance

4.     Recognize AHPs as essential national service providers

THE NATIONAL IMPACT

If implemented, India will:

1.     Create the world’s most ethical healthcare workforce

2.     Reduce migration of skilled professionals

3.     Improve patient safety & care quality

4.     Set a global benchmark for healthcare dignity

5.     Turn healthcare jobs into aspirational careers

CLOSING VISION

“A nation that heals its healers, heals itself.”

This is not a demand.
This is a nation-building blueprint.
