Najafgarh’s Unregulated Plastic Trade Raises Civic Concerns Despite Legal Directives: Dilip Kumar Sharma’s Continued Advocacy Stands Out

New Delhi, August 23 – Amid growing awareness around sustainability and environmental compliance, the continued presence of unregulated plastic trading in parts of Najafgarh, particularly in Geetanjali Enclave and Jorado Kala, has become a subject of civic concern. While the Delhi High Court has issued clear directives on the matter, the gap between legal orders and ground implementation reflects the broader complexities of urban governance.

In this evolving landscape, one voice has remained consistent—Dilip Kumar Sharma, a committed social activist and public servant whose legal and civic efforts underscore the importance of structured reform and institutional collaboration.

A Legal Effort Rooted in Community Interest

In November 2021, Sharma filed a public interest petition with the Delhi High Court to address the issue of plastic trade operations in Najafgarh. Responding proactively, the Court directed the Municipal Corporation of Delhi (MCD) to initiate immediate action for curbing plastic trading in specified areas.

The matter received renewed attention during a May 2023 hearing, when the Hon’ble Court re-emphasized the need for timely compliance and requested a formal report on enforcement status. While efforts have been initiated in parts, the continued visibility of plastic trade suggests that urban operational challenges—ranging from resource limitations to logistical coordination—may require more structured responses.

Resilience in the Face of Uncertainty

Committed to the legal process, Sharma has filed contempt petitions to help ensure that the original directive is not diluted over time. In doing so, he has maintained a respectful approach, focusing on strengthening implementation rather than attributing blame.

During this journey, Sharma has encountered situations that raised concerns for his personal safety. As a precaution, he filed police complaints and has sought institutional support. Acknowledging these risks, his continued resolve reflects confidence in the legal system and its ability to respond meaningfully.

Extending Public Interest to National Issues

Beyond local matters, Sharma has also addressed pressing national concerns. In a recent PIL filed with the Supreme Court, he highlighted a case in Kolkata where healthcare access was allegedly impacted during a doctors’ strike. The petition seeks to prompt a deeper review of systemic resilience during public emergencies. The case has been admitted and is currently under consideration.

A Career Anchored in Civic Participation

Dilip Kumar Sharma’s trajectory is marked by his engagement across journalism, youth politics, and governance:

· 2012: Began as a journalist with Ranbhumi

· 2014: Served as J&K In-charge at VVC India Education Media Pvt Ltd

· 2016: Supported social media initiatives for elected representatives

· 2018: Active in the youth wing of the Lok Jan Shakti Party

· 2021 onward: Aligned with the BJP, contributing to communication and outreach

He has also held several institutional appointments:

· 2021: Member, Telephone Advisory Committee, Delhi

· 2022: Member, Rajbhasha Samiti, Ministry of Home Affairs

· 2023: Member, Peace Committee, Delhi Minorities Commission

Sharma is currently preparing to contest the Najafgarh Assembly elections with a focus on transparent governance, legal accountability, and responsive civic infrastructure.

A Moment of Reflection for Policy and Participation

Najafgarh’s plastic trade issue serves as a microcosm of the larger urban administrative challenge—how to effectively translate judicial insight into day-to-day action. Rather than directing blame, this ongoing scenario encourages collective introspection: how can institutions, communities, and civic leaders collaborate more closely to bridge gaps between intention and implementation?

In that context, Dilip Kumar Sharma’s approach stands as a case study in constructive activism—rooted not in protest, but in process. As legal avenues unfold, his continued engagement affirms the belief that sustained, respectful participation remains the most powerful path toward long-term change.
